Geographic Fraud Adjustment Tax.(b) Imposition of Tax.—In the case of any applicable individual, there is hereby imposed for each taxable year a tax equal to the sum of—(1) the State fraud adjustment amount; and(2) the county fraud adjustment amount.© Applicable Individual.—The term ‘applicable individual’ means any individual who maintains a principal residence within the United States during the taxable year.(d) State Fraud Adjustment Amount.—The State fraud adjustment amount shall be equal to the per-capita amount of validated public fraud losses attributable to the State of residence of the taxpayer over the preceding 10 taxable years.(e) County Fraud Adjustment Amount.—The county fraud adjustment amount shall be equal to the per-capita amount of validated public fraud losses attributable to the county (or equivalent jurisdiction) of residence of the taxpayer over the preceding 10 taxable years.(f) Determination of Fraud Losses.—For purposes of this section, ‘validated public fraud losses’ means aggregate monetary losses identified through—(1) reports of Inspectors General;(2) audits and reports of the Government Accountability Office; and(3) agency determinations of improper payments or fraud, as defined by the Secretary.(g) Per-Capita Calculati
